Not always. Much of the work is done section by section with the plant running; only work that compromises the structure or its contents requires a shutdown, and that is scheduled with the client.

Yes. Inspection with thickness readings and its report is contracted separately; repairing is a later decision, taken with the diagnosis already in hand.
